French Consider Online Gambling
France, like many EU countries, allows gambling, but only under the auspices of the state gambling monopoly. Internet gambling is currently not allowed in the country which is contrary to the free trade provision of the EU treaty. According to the Dow Jones news service, the French are considering allowing restricted internet gambling with strict regulation.
The French have been under pressure from the EU to open up their market. Currently, the only gambling that can take place is under the state monopoly Francaise des Joux. The French can also bet on pari-mutual horse racing. The office of Prime Minister Francois Fillon is now studying the issue of opening the gambling market with strict regulation, in response to pressures from the EU. The EU has told the French that they are not in compliance with the free competition section of the treaty.
France may allow licenses for limited betting on sports events and betting on games other than lotteries. The games would have to be licensed. Slots games would probably not be included as this would go against the ‘objectives of common interest,” which has to do with gambling addiction problems and the prevention of fraud and money laundering.
Time will tell what the French decide on doing. They can face legal action from the EU if they prevent free competition in their markets.
